The big issue in reducing energy used by buildings is not new builds but renovating (or retrofitting) the existing housing stock, much of which in the UK is old and many have solid walls and other issues which make them ‘hard to treat.’
The government will be launching the Green Deal in 2012 to encourage homeowners to undertake improvements to their properties. The idea is that these improvements will save more money in reduced energy bills than they cost to implement. Loans will be secured on the property, and not the homeowner, and will be paid back by the reduction in utility bills.
